In brief

Colombia's Law 1508 of 2012 is a mature PPP regime with separate tracks for public and private initiative. A private originator may structure and propose a project; if it loses the tender, the winner must pay its structuring costs. Colombia is an ICSID member and a party to the New York Convention.
