In brief

Since 31 October 2025, PPP in Ukraine has been governed by Law No. 4510-IX. It replaced the 2010 law on state-private partnership and rewrote the Concession Law. Only a public body can start and prepare a PPP or concession project, and private companies compete for it in a tender. Projects above EUR 12 million in listed sectors can receive state support, and foreign investors are covered by the guarantees of the 1996 foreign investment law, ICSID, the New York Convention and the Energy Charter Treaty. War-damage compensation under Law No. 2923-IX is paid for citizens' housing, not to businesses.
