In brief

Mexico's federal PPP Law (2012) allows both projects started by the government and unsolicited private proposals. The private proposer, the promotor, can be compensated if another bidder wins, and the company that carries out the project is the desarrollador. Mexico joined ICSID in 2018 and is a party to the New York Convention.
